Western Digital External USB Failure

A few years ago for back-up purposes. I don't keep it plugged in at all times. I only plug it in when I need it. I tried it yesterday after a few months of inactivity, and I hear a noticeable ticking sound - I can only describe them as a 2 or 3 ticks whenever the drive is turned on. On the computer, I do not see it come up on My Computer or Disk Management utility.

I don't care about the drive so long as I can recover the data. I have had many hard drives fail in the past. I have managed to recover almost 100% of my data thanks to some great recovery tools out there. I'm not sure what to do with this one since it doesn't appear in disk management. I haven't tried ANYTHING with this. I have simply turned it off and kept it away from my computer so that data doesn't get overwritten or get manipulated.

I come here to get expert advice on my quest to first see what data was on it and then recover it if the data is worth the recovery.

If the drive does not spin up, then the ticking sound may be stiction.
