data tranfer rate is vary low

hi everybody i bought wd caver black 1 tb 2 months a go but now a days it give me data transfer rate of 7 to 15 mb i change the power supply and sata cables

Back up your data as soon as you can, and replace this drive.
This will never show good perform again.
This looks like media problems, but it could be weak head as well....
