Situation in with recovery, is this possible?

Without all the gory details, I would like to know from the pros if this is at all possible (In my head it isn't, that's why I am asking):

1. Seagate 7200.11 1.5TB sent by a client to the lab
2. Drive has seized motor
3. Declined, drive sent home
4. Drive goes to another lab and is diagnosed with the BSY bug
5. Client approves, but when the techs go to do the recovery, the motor is seized.

So the tech at the second lab is claiming he remembers the case specifically and the motor was spinning at the time of the diagnosis, I am calling complete bullshit on this, I think the guy was rushing and not paying attention to what was going on. But keeping my humility in line, figured I would check with some of you guys.

Motors do not suddenly free up. from being seized.

And then suddenly get seized again

I have seen seized motors, after being freed, seize back up. I have also seen drives freed from the result of light bumps, technical taps, percussive maintenance. If it was only slightly seized, it is possible that the drive was bumped and allowed the spindle to spin for a short time before seizing back up. However, slight, they are possibilities.
