Western digital data recovery atl

anyone in ATLANTA that can help?. i cant afford to pay for commercial data recovery rate
internal drive. it wont spin or powered. i believe the board is dead. good thing is i bought 2 of these and the other one still working.
i tried swapping the logic board with the one that is working and still the same. both drives wont boot up when i swapped the board.
