Status - The Drive PCB Gets Hot, but it doesn't spin.
Terminal Shows Nothing... but once it showed...

Problem with the PCB. You need to replace the PCB...

Upload a photo of the PCB. It sounds like there is an open circuit in the +12V supply. There may be a simple fix.

There is no Visible Damage... the pic...

There is nothing visible to me, either, but that's because the quality of the photo is so poor.

I don't know how the Power Monitor for the HD Doctor works, but I assume that the 12V Output reading is the voltage at the drive's SATA connector. That would be the first thing to confirm. If 12V is present at that point, then you would need to follow it through the board until it arrives at the motor controller IC. If this IC is not drawing any current from the 12V supply, then I would look for an open feeder resistor or something along those lines.

BTW, someone should tell Salvation Data that "0mV" is not a current.
