Why do you expect "F3" ? Where do you get this information? They even use differnet baud rate so your config is set up at (probably) 9600 and not 38400 meaning even if it was F3 you would not get the prompt you expect.
BlackST is right in saying that F> usually means some serious problem. Also I am willing to bet the problem is now worse depending on exactly what you have done.
Some things I will never understand. I cant repair a broken car engine, so I dont try. Simple. Why does everyone insist on Do it yourself options? Even when there are serious risks, which are discussed many many times here?
Your only option is a professional. "F>" is not the problem, it is a symptom of a potentially serious fault. To identify exactly what the problem is you need the correct equipment, knowledge and experience, all of which I am safely asuming you do not have.
