WD Elemnts WD10TMVV - the media is write protected

Hello,
I have this HDD: WD Elements USB 1023 Device and HDD is WD10TMVV - 11BG7S0
When i connect the HDD to PC via USB finds it installs the driver, and disk seen in Device Manager and in Disk Management.
The disk is not initialized and I will initialize, write "the media is write protected"

I also tried Ubuntu Linux, programs like Low Level Format etc...and all software solutions in this forum and not progress.

If your goal is to reuse the disk, then it's a no-go IMHO. But if you want to recover your data, read here and the 3 pages that follow:
