hard drive won't spin - please help!

Hello guys,
I need your urgent help. My brother have got a problem with his hard drive few months ago when I was trying to help him out to recover the partition, but I discovered that the hard drive don't spin at all.
I am not really sure if the PCB or the spin motor is dead.
Can you please confirm why the hard drive don't spin, is it the PCB or the motor?
