Two drives with shorts

These two drives (Maxtor ST3160812A and Seagate ST31000333AS) seem to have some sort of short, which prevents the power supply on the PC from starting if the drives are connected. I've tried another hard drive on the same power connector, it works fine. Both of the drives that seem to have a short were in external USB enclosures, and I suspect my friend may have used the wrong (or bad) AC adapter on both.

Are there any components on these drives that can likely be swapped that may get them to spin again? Any way I can troubleshoot anything? I see no obvious signs of problems.

The 12V TVS diodes will probably be shorted.
