Do you think that this data can be recovered?

I have a few laptops that I am looking to sell but want to make sure that the data is wiped.

I used the Dell DataSafe tool to restore the laptop to the factory settings and therefore it has a clean install of Windows 7.

Following recommendation, I then used CCleaner to wipe the data with 3 passes.

Am I good to go? Or are there any other programs/tools which I should now use?

What exactly does CCleaner do?

The only 99.9% reliable way to remove data is to do a full HDD wipe (zero fill/sometimes called "low level format") + verification of the entire media.
