Old Samsung hard drive won't spin up

Hello everyone,

I have an old Samsung HD103UJ (1 tb) hard drive that was sitting in a drawer in my desk for the last couple of years. I tried plugging it into a usb to sata converter to get the files off, but it does not seem to be spinning up when I plug in the power. I have tested the cables and power supply with another drive, and they seem to be fine. Do I have any options for recovering my data? The only thing I can think of would be to try swapping the PCB.
