Data recovery and disk repair questions and discussions related to old-fashioned SATA, SAS, SCSI, IDE, MFM hard drives - any type of storage device that has moving parts

Hello,
I have a problem with the recovery of my hard drive. One month ago, my PC hard drive didn't detect any more suddenly. The hard drive is Seagate Barracuda 7200.12.
I gave it to a company for data recovery. Unfortunately, they returned the hard drive to me with a wrong PCB. It seems that they have lost the original PCB.
Is there any way to recover the hard drive data without the original PCB ?
Please help me.

Possibly yes, but EXTREMELY difficult.
Expect to pay $2000-$3000 or more

Is there any need to a special hardware for doing that? For example, can PC-3000 recover the data without the original PCB?
Thank you
