How about new Seagate hard drive quality?

Hi,

The hard drive (2TB Barracude, Green series, ST2000DL003, P/N: 9VT166-302
F/W:CC3C
Date: 12135 Site: SU)

in my desktop PC did not work (not recognized by BIOS). I find a post on this forum which had the same syndrome as mine. BTW, this is the first time I have a non-work hard drive ever. I live in Portland Oregon. Are there some experts can repair it for me (I would pay a price, but lower than Seagate's quote $600 up)?

With the data loss on that drive, I want to buy an external hard drive to back up my data from my computer. I only see Seagate and WD in the local stores. Seagate's 4TB price is very attractive ($119, 2 year warranty), but I don't know whether its quality is improved or not.
