Hey guys new here,

Samsung HD103SI with no power. Was originally an external hard drive before it went out. Took some pictures of the board anyone have any suggestions on what it would be?

** I have extensive knowledge of automotive electrical system and average knowledge of computer systems. I have a multimeter and can test anything you guys need for a better grasp of the situation, just need to know what to look for.**

* IF you think buying a new PCB is best lmk

Start by checking the TVS diodes and fuse:

Similar model:

Gently clean up any oxidisation with a soft pencil eraser:

http://www.hddoracle.com/viewtopic.php?f=86&t=649&p=15950#p15950

Measure the voltages between ground (any screw hole) and each of the two 4R7 inductors.

Measure the voltage between ground and the -5V test point:

http://www.hddoracle.com/download/file.php?id=6217&mode=view (similar model)

1. (200 on ohm tester) 12v tvs shows .5Ω *beeps in continuity mode*
2. (200 on ohm tester) 5v tvs shows nothing // 20k on ohm tester shows 2.48Ω * doesnt beep in continuity mode*
3 (200 on ohm tester) zero ohm resister shows 004 * beeps in continuity mode*
4 (200 on ohm tester) -5v test point shows 1.0Ω *beeps in continuity mode*

The 12V TVS diode is shorted.

The -5V test point appears to be shorted to ground. Compare the measurements with the PCB on and off the drive. This will tell us whether the preamp on the headstack is shorted.

Edit to my last post. Restested the -5v point
4 (200 on ohm tester) -5v test point shows nothing // 20k shows 1.0 *DOES NOT BEEP in continuity mode

12v tvs diode is shorted so from what I've researched I can just de-solder it and take it out?

Yes, just snip the pins of the 12V TVS diode.

if nothing helps you could try replacing it with an identical one from a donor drive (make sure the firmware matches)

There is no need to sacrifice a donor. Just buy an SMBJ12A diode.
