There is no a one button click solution to fix slow reading, it depends on the brand, model, and what the problem is
Note, sometimes there is no way to speed it up

Are you asking for WD drive slow issue?
If hdd is WD, slow reading can be due to filled relo list (mod 32), but could also be weak heads.
For all other hdd brands, slow reading on all surface usually is due only to weak heads or dirty platters.

If you're asking for WD drive, then try to clear mod 32 contents and g-list, then modify mod 02 so that no other sectors will be processed for reallotion.
Read this thread to find out how to do this manually:
http://www.hddoracle.com/viewtopic.php? ... it=wd+relo

P.S.
Remember to backup modules before modifying them, expecially mod 02.
If hdd is encrypted and you do not modify 02 properly, then all data will be scrambled (you will see it by reading MBR sector) and you'll be unable to decrypt them anymore.
