It can not restore, but can exclude them from those available in the user mode.
How do you think, where in the service area there are modules srvm and рsht ?
Why are there different modules (srvp,chnl...) on the disks of one model?

Thanks, but I got ERR and ABR when I try moving defect to primary defect list (I used PC3000 on this).

The OP asked if can "repair" bad sectors
And the answer is: NO, can't be repaired, simple as that

Edit lists manualy if you can.

HRT and SeDiv can move defects on the majority of Hitachi/IBM drives without any issue. I do know that MRT have big issues with this (doesn't work) but i was under the impression that PC-3000 should work fine.

What is the drive model ?

Yes Self-Scan is possible on those IBM/Hitachi but i don't think PC-3000 can do it.

Is it possible if I write module first then move defect list to primary defect list? Will this solve ERR and ABR?
