It should be safe for recovery to remove the TVS and bridge the inductor if it is needed (you said it measures as shorted, so it may not be needed).
After that I suggest powering the board without connecting it back to the HDA and recording the output of the serial port. This is to ensure the pcb is functional (there may be problems with it but i give it 90% it is just fine).
If it is ok, mount it back to the hda and try it. Make a backup of your data!
It is more or less safe to run the drive without the TVS, but the next power surge will kill it for good, so it is better to replace it (the tvs) if you wanna use the drive further.
Also, do not try it in the same computer, better clone it over sata interface in a reliable pc.

Thank you Pepe. I've removed TVS Diode, that did the trick, I am imaging now.
