Is there a method to clone a Seagate IDE HD from a HD based Music server to a brand new vanilla right out of the box Seagate HD of the same make, model and size, install the new cloned HD into the music server and have it boot up? I could use 2 external USB IDE HD docks.

Why do you need to make a clone?
Has the dive failed in any way, or are you just trying to replace it.

I have an issue with the device operation and I want to make a clone of the HD so that I can experiment with some software updates, but I don't want to take a chance of damaging the original drive incase the updates makes the system inoperable. I what to be able to put the original drive back in and return to the current status quo

It's a long story and has nothing to do with what I am trying to accomplish. I just want to clone the HD, put the cloned drive into the server and have it boot up just like it does now.

You can use HDDSuperclone or DDRescue.

Looks like HDDSuperclone and/or DDRescue are Linux only software. I have never tried to run Linux on a Windows 10 Pro machine, but
I see online that it can be done.
I may have to learn some Linux commands and try it.

I hope you are not considering actually trying to run either program from within Windows

HDDSuperClone has a live CD that you can use, with the added benefit that it will not try to mount the drive.

And there are 3rd party tools that can turn a Linux live CD into a live USB if needed (such as the computer does not have a CD/DVD drive).

Considering that you are cloning to an identical model drive, it is nice that with HDDSuperClone it should show the serial number when choosing the source, so you would know you are choosing the correct drive.

If you are absolutely set on using Windows, you could try the imaging function of the demo version of UFS Explorer. But plugging the drive into Windows is not always the best idea, as Windows will try to mount it, and possibly write to it and alter the data. It could even ask you to initialize the drive, which would be a very bad thing to do.
