If IC are alive and do not kill the ROM, it will help. There is not just soldering, a nickel under the chip.

nope.
to my knowledge it is a mask rom, ie, cannot be changed, true ROM.
it may be internal flash memory but then its not known outside of HGST.
This is another job where you are unlikely to win without investing in tools, and training yourself a lot to grab the knowledge.
Your procedure would look like this:
read tha data out of the 93LC76, identify firmware version, purchase a donor with matching firmware and solder/program it with the patient data.
Now if you want to buy a donor with specific fw version, the price of the sellers who guarantee that won't be very attractive to you.
To read out that chip, you have 2 choices: buy a reader (this, again, will cost you some bucks), or build a reader yourself (this is unlikely you can finish in a reasonable amount of time with no clue to electronics).

So what's the point? Why not find somebody in your country who can do it at a similar amount of money, albeit uncomparably faster?

I can help you to test the patient PCB, if you have a multimeter and can provide a good photo. It may not help, but you may at least find out why the PCB died.

Need to start work with isolating the switch of heads. Leaving the motor contacts. If the motor starts, then the board has nothing to do with it

Yes I agree with you, but till now I do not know any one can do this and keep searching.

Please find attached an images for the patient and the donor PCB.
If you mean diod check I do it before for patient PCb and all existing diods are fine but D4 is missing in the patient PCB from begging.
the PCB is belong for my relative and he ask me to help him to retrieve important data.

I did this test before I disconnect the motor connector and try, The same result (no spinning).

Measure the voltages at V1, V2, V3, V- and V+ with the PCB off the drive. Also measure the resistance of R5 (near V+).

V+ and V- are the preamp supply voltages.

Measure the resistance between ground and each of V+ and V-. Then install the PCB on the drive and repeat the resistance measurements. This will tell us if the preamp has been shorted.

I really appreciate this info.

I assume that this measurement must be done with the donor PCB because it is now has the NV-RAM and the other not, Correct?

You can do the measurements on both PCBs without reinstating the NVRAM.

This new PCB was working fine on it's drive but when I make a simple swap to the patient one no the motor did not spin and that why I continue to replace the NV-RAM

I suppose Franc intends to help you diagnosing the native pcb, maybe get it back to life, since the ROM is in the MCU, so it would be a trivial solution to use it with its own nvram.

I wouldn't do this yet. If the MCU or motor controller is faulty, then there would be no point in transferring the NVRAM.

if with a new board without replacing the NV-RAM, the motor did not rotate. There are only two options: Problems in the hermoblock or the board is not of the same configuration. Replacing NVRAM will not help in any way.

The general recommendation is to look for a board with the same code on the sticker. But and they may not be compatible.
