WD40EZAZ issue even with new pcb

I got 4tb blue WD40EZAZ working pw ok. normal celebration sound , but non of pc3000 led are working .act as no data cable connected .i have working donor same model & same pcb No 2060-810011-001 REV P1 . so i put the donor pcb on the patient HSA . come ready but the drive did't spin up at all 
.
next, swap the 3 ic . rom and cache and cache from patient pcb to donor pcb , the drive spin up as normal but with no ID .
Family is not support yet i guess .. and pcb is locked .
is it Heads ?
any clues here
