Seagate 7200.10 very slow read

The drive in question:

Seagate 500GB 7200.10
ST3500830AS
9BJ136-100
FW: 3.AFD
SITE: TK

The problem:
The drive reads all sectors very slowly >500ms. Every sector is accessible but can often require a retry. Essentially the drive needs time to become ready again between reads. It does not strike me as a degraded media/bad sector issue. I've disabled read ahead on the extractor but does not make a difference.

Firmware is OK and fully readable, no head mask errors in the command console.
I've swapped over the PCB with a exact match donor. Drive becomes ready as normal, but the slow read issue is the same. Any suggestions?

I'm just about to attempt to reverse clone. i doubt this will make a difference, but will post if it does.

Does it make little "chirping" sounds while reading by any chance?

Yes definitely a CE Log error; I've removed the CE Log and now the drive is cloning nicely.
