Hello,
I have a case where seagate st3500620as not powering on. motor is not spinning. i got reading from pcb. please help me to retrive data. i did not find same hard disk near by my area. so please help me to solve this.

is that contamination or sign of smoke on the Smooth chip?
Basically you could use any pcb from same model (ROM transplant neccessary), so i can't see the point in trying to repair this one.

Solder on the ROM doesn't look original either. Have you checked it.

No sign of smoke on the Smooth chip. second thing that i can't find same pcb near by me. i am from india. so i search everywhere but not find same model or same pcb anywhere

It appears that the Vcore regulator has a shorted output (0.00V). What is the resistance of the capacitor pair? If it is 0 ohms, then you need to determine which component is responsible for the short. Hopefully the culprit is one of the bypass capacitors around the MCU.

update is heated ic i change with another board and now 2 capecitor reading is 1.11v.

If you had a working spare PCB which you were willing to cannibalise, why didn't you just transfer the "ROM"?

i haven't this pcb. i search lot of shops near by me but i can't find it. i know that rom transffer is so simple but i didn't find same hdd or same pcb.

The Vcore supply is now OK. If the PCB is still not spinning up the drive, then the next step would be to view the output from the terminal pins. You'll need a USB-TTL adaptor, or equivalent.

i connect with ttl adaptor but nothing in terminal. terminal is blank.
