Hard disk is not detected after cold reboot.

Motherboard: MSI Z87-G45
CPU: Intel(R) Core(TM) i5-4690 CPU @ 3.50GHz
SSD: 2.5″ Kingston A400 240GB
2nd Drive: 3.5 Western Digital 500GB
3rd Drive (new): 3.5 inch Toshiba X300 4TB 7200rpm

When I cold reboot my pc, it does not detect the 4TB hard disk.
However, when I restart my pc, then it will detect the 4TB.

I had sent the hard disk to be tested, they said its working well.
I swapped power cables, sata cables, sata ports with the 500GB, the problem still exists.
Fast boot, MSI fast boot are both disabled in bios.

Please help me.

Sounds like a power up on stand by issue.
