Got 403 error for accessing HDD Oracle

Recently, I am unable to access the HDD Oracle site with an error:

What is going on? Last successful access was within a couple years ago if I recall correctly. Tried with and without VPN but still no success. Where is the site originally from? How can I access the site?

HDD Oracle, including the particular link you posted, is working for me on Firefox, but not Chrome or Edge. It seems that something has broken relating to chromium browsers?
