wipe tools use pattern (usually sector with zeroes) for writing to each necessary sector in LBA mode, these tools can work with file systems (for wiping only particular files) or with whole disk (for wiping all sectors on a disk)

low-level-format tools are separated on two groups:
1. same with wipe tools (most of LLF tools)
2. special vendor-specific utilities for internal drives' formats (usually these utilities are not free)

so, wipe tools and LLF tools actually same things

re-certify - this therm does not correct for wiping utilities this means special procedures for internal format with hiding defects into P-List and sometimes adaptives recalculation each drive on a factory is re-certified

it's the same thing.
just keep in mind that when someone uses term "low level format" it means that either he doesn't know what he is talking about or he wants to bullshit you :)

Wipe and LLF are the same things
These are not heal or cure utilties, only what they can do - remove software bad blocks and remap light bad blocks into G-List
