Is there any way to clean Physical bad sector, is there anyone knows what is the best way to clean bad from track 0? i want to buy pc3000, where can i get it??

people here in indonesia,talking about cutting the area of bad sector so it will be hidden and change the size of hdd, even on the bios detect, Anyone could help me to explain about it, please thank you, and some of factories in penang malaysia are selling 30GB hdd but it was originally from 60GB hdd
please anyone tell me how, thank you
