Problem using HDD RCT to copy from larger to smaller MicroSD

The process stops at 49% each time.

Larger is a 32Gb MicroSD with about 2.5Gb data (containing many files/folders), & smaller is an empty 16Gb MicroSD - both are FAT32.

Is this not possible - larger to smaller?
