Never mind! It was DC_satacfg. The drive would ID as 137GB and all 48 bit commands abort.
The drive wasn’t having translator issues, its ATA IDENTIFY template in SA module DC_satacfg had corrupted capability words, so LBA48 and UDMA were being advertised as unsupported.
Patching those identify words (83/86/88, plus checksum) restored full 512GB LBA48 addressing and UDMA operation.
