Something is wrong if C20 is 0 ohm.
Probably C20 is ok, and also U4, because if they were shorted i would aspect some heat on those.
In my opinion some component connected in parallel to C20 must be shorted, but i don't know what.
L1 might be shorted, but is very unlikely that a coil shorts himself (but it can happen). It's not easy to determine if a coil is shorted, wait for further advice from fzabkar.

I see flux on U1, have you changed it?
If so, why?

There's no ground on it to short to, if it failed open it wouldn't have continuity.

I'm asking you to measure the resistance between each coil and ground, not the resistance of each coil. The coils are the tests points for each of the supply voltages.

Beeping is useless because it won't distinguish between a genuinely good low resistance (eg an MCU core resistance of 100 ohms) and a short.

L3 = 20.7
L2 = 4.3
L1 = 0.01

I also removed L1 and check L1, L2, L3 Continuity with ground Beeping...

Measure resistance between L1 pads and ground now that L1 is removed.
Don't use beep (continuity mode), we need to know the ohms.

All those reading are low. I would say that the controller is dead. Compare the readings against your donor SSD.

Coil short-circuit means a fault in winding materials such as coils, stators, transformers, etc., in which the wire windings, normally separated from each other by an insulating film, are in electrical contact with each other.

But as i said before, it is very unlikely.

It's a coil not a transformer there's only one set of windings, but it makes no never mind as it's not the OP's problem.

I think 67 ohms is a low resistance but not a direct short.
I don't know what does it real mean, maybe the controller is not completely shorting that line?

What type of flux have you used for soldering?
Maybe has been formed a bit of moisture under the controller that is barely shorting it?

I'm not an engineer but fzabkar it is... in his opinion very likely there is something wrong on the controller.
Maybe he can say something more about this low resistance.

Dear Sir,

i am using local company flux. i did not apply any flux near firmware controller or on the firmware controller. second thing that i doubt also on firmware controller, because of when powering on ssd, firmware controller getting to hot.
