HDD Low Level Format Too will not work in Windows 7l

I am trying to do a low level format in Windows 7 on my USB but the utilitly does not see the USB nor does it see my HD. Could someone tell me does this utility work running in Windows 7. If not could someone tell me what USB low level format tool that I can use under Windos 7 that will allow me to do this. Thanks.

Did you try running as administrator?

Did you try MHDD on this one. The program has a low level format inside. You can find that here on the forum in the download section. Try this one and see if it help you out
