what was the page size in the config of PC3K? Recently I saw the page size in another tool of a similar chip set as 17662 when it should be 17664.

Also this chip could possibly need a power mod. I would try:

In Soft Center:

1/0x80ac (VCC on pads: 1,12,24,34,37,38,39.)
and if not better:
1/0x0024 (VCC on pads: 34,37,39.)

Also, sometimes the "check" ecc doesn't look good until you turn it on.

Not sure what you can do for PC3K, maybe make sure pins are cleaned well and straight.

In the PC3K settings, is that shown this is trying to read using DDR? I think this chip is not DDR.

I really do not know the PC3K tool..

There is an issue with initial power mode for some chips.
Try this trick:
1. Reconnect PC-3000
2. Create new task
3. Insert chip into reader.
3. Start read ID and stop it immediately.
4. Set power modes 9 and 109.
5. Read ID and chip.
