4GB verbatim pendrive, error in 98%- can i reduce the vol

I have a 4GB verbatim pendrive, while formatting in Windows or thru SDCardformatter5, giving error in 98%- can i reduce the volume to 3GB.

Why bother? You can probably get a new one for $3, or maybe even for free from some PC shop who gives them out as promotional items.
Certainly isn't worth my time trying to explain how to even attempt something like that. I can't imagine how it's worth your time.

ICBW, but you could create 2 partitions in Linux, and Windows would then only see the first partition.

I would reduce the volume to 0GB. With a sledgehammer.

I would think that wear levelling would eventually thwart any attempt to avoid a bad area of NAND. Just because there may be bad cells at the 98% LBA mark doesn't necessarily mean that the physically adjacent cells, which may be potentially bad, occupy adjacent LBAs.
