I can't get any voltage. can someone point me to start test and voltage ref.

Measure Vin and Vout at the current limit switch (BGQx).

Measure the voltages at each of the inductors.

No Volts in any Inductors

only i get volt 0.20V in the marked leg of BGQx

Pin 2 is Vout, pin 5 is Vin, pin 3 is Ground.

Pin 1 should be high to enable the switch.

ISTM that there is no power getting to the IC. Are you sure your power supply is OK? I can't see the markings on the small ICs, so I can't tell whether there is something else between Vin and the +3.3V external supply.

What are you using as your ground reference?

Is there a short between Vin and Ground?

Is the shorted cap above the Phison controller connected to the inductor?

Remove the capacitor and retest for shorts. If all clear, then you must replace the capacitor because this is the main filter capacitor for that buck converter.

Of course, you will then still need to determine why there is no +3.3V input at BGQN ...
