ST500DM002 /KC66 , Not been able to read ROM nor terminal

I have got this Seagate 500 GB Desktop hard disk ( ST500DM002 ,FW - KC66 )
Before sending to me one computer repair shop has tried to change pcb .
Disk is not clicking but gets spin down. I am unable to read rom in PC3K. I want to confirm whether rom is native or not.
What are possible reasons for disk not coming to terminal & rom reading faiure by boot code method.
