no the heads are not stuck in the platte are in the park zone , they dont move.

Head stiction or motor broken or PCB bad ... These are not the symptoms of died preamp (or better...) LED 16 should have told you everything.

agree. Check motor windings, or try with another PCB to see if it spins...
