I connect a drive to my new PC3000 UDMA and power on. The drive can spin up, but there is no register light. Can any one tell me what wrong with my pc3000?

Start by posting a picture of how you have it connected.

Jumper config could be wrong, disk could have defective PCB, could be user error in the way you label both ATA channels...

thanks for all, I got it works, the key point is I miss connect power and data cable, for that PC3000 UDMA has two channels, channel 0 and channel 1, so we must coordinate with each channel power cable and data cable, if we miss connect these two cable then the “no register light on” error will comes out.

Uh... yeah. You do need to plug in not only the interface cable, but also the power cable. It's not so much an "error" as it is a "you didn't plug in the hard drive".
