HDD Alarm Sound

Guys what does it mean when you power on the drive and you hear kind of Alarm Sound from the HDD?
and BSY register is always on pc3k?

any clues?

If its not spinning up, it could be a newbie alarm.

it is spinning but strange alarm sound
and BSY register is always on
