If I got it right everybody now getting free update of Portable to UDMA functionality?
Any help in translation will be appreciated.

Yes. Last sentence says : All currently registered users of PC-3000 Portable -I,II can install "full functioning" version for free. By Full functioning version writer refers to that new type that they finished testing on april 16.
