How i can permanently change SCSI Hdd capacity ?

I need to modify scsi Hdd capacity from 9Gb to 2 or 4 Gb PERMANENTLY. For capacity i mean phisical capacity and not partition capacity.
The hdd is IBM DGHS COMP-IEC 950
