PROBLEM ST96812A

hi,
I have a seagate ST96812A that it should be 60GB. However, now it is only 33.82GB AFTER I did a lowformat since lots of bad sectors. maybe some HD parameters are wrong? is there sofware can fix it?
need help, thanks...
