Hi friend,
Thats a very good question for this data recovery field but please describe your area to estabish this clean room but as per my experience and having the clean room as thats good for repair /refurbish the hard drive to obtain the maximum life after repair/refurbuish but for data recovery purpose we have to give the data back after replace the necessery components so please dont invest the big amount incuding the maintenance cost as you can purchase the small laminer flow bench or you require some small area with good hepa filters including prefilters to protect the hepa filter and make your own with vertical air flow including with very low pressure from blower to proctect the read write head and platters to prevent the data and for neccesary detection and to avoid the unwanted particles inbeetween platter and read write head..
Also dont think for pharmeciticals bench as the purpose are totaly diffrent as they require the horizontal higer pressure .
As thease are only suggestions as per my experience

And also to protect this area you can use the 2 air curtains ,as one is from entry for change room and next is from to enter the physical data recovery room as the air curtains you can get at 150 usd each and you can make your things in better way
