I am doing a new lab in my country and i want to know which equipment is the best for data recovery in your experience.

What is the tastiest food?
what is the best car?
Who ids the best football team?
who is the best Movie actor?
All questions to illustrate that without a lot more context, you won't get anything worthwhile.
What research have you already done? There is a literal tonne of info here already in very similar threads.
you should already have:
-looked at the DR "game"
-looked at common tools
-worked out your budget
-scrubbed a heap of stuff from the list
-learnt a little from online places about DR in general so you can actually process any answers you get.
sorry if this sounds a little insensitive, but actually put more effort into the answer than was put into the question.
what sort of DR are you going to do? what are you not going to do?

In English we often use the expression 'horses for courses' so in effect it depends what kind of recoveries you are expecting to carry out in your lab.
