Maybe he's just looking to reverse engineer his own pirated PC-3000.
There's really nothing that special about the hardware itself. From what I can tell, it's a pretty basic control card which just has it's own special drivers so Windows doesn't try to access it.
F.L.A.M.E. guys apparently built a similar system using an off the shelf card which I'm guessing they just flashed with custom firmware.
It's really more about being able to lock the software (which is where all the real secrets are) to the hardware so it can't be pirated easily, and doesn't suffer from OS interference.
