If the seller declares a low value and mark it as "gift" the package normally passes the custom without even being checked.
This is not guaranteed to work 100% of times, but in general terms it helps ....
I'm also living in Portugal like you and i import a considerable amount of goods from Japan, China and USA (not Hard Drive related, but it's the same at custom level).
From 50 packages imported and marked with a low value (less than $30 USD) only 1 is actually checked at costum and even so if you pick it up directly you will not pay a thing, as long as things are done in proper way.
Of course that it's not legal (people are supposed to declare the true value of the goods they are sending) (and you can pay fees and get intro legal problems) ..... But people do that all the time. I buy lots of stuff from

http://auctions.search.yahoo.co.jp and very rarely things get "stuck" on Portuguese customs. On the contrary if the seller shipps with a bigger declared value, like $100 USD or more the chances for the pakage to be checked and for you to have to pay taxes is bigger.
If you buy in Japanese yens just make sure that the seller doesn't declare more than 2000 Yen and you should be ok too.
