I'm planning to buy hd doctor for wd mainly to recert royl drives with bad sectors zones.
Can anyone tell me if royl selfscan is possible with this tool?

Could an european union customer tell me what are the customs taxes for it

not eu here but yeah royl selfscan seems to work alright with wd doctor.
