Cannot format drive after Low Level Format with HddGuru.Help

I have wiped my 20Gb IBM Deskstar using HDDguru Low Level Format. Now I cannot format, partition or mount it. I am using a dell laptop, and I cannot find the XP "fdisk" DOS utility.
When I try to do a dos "format drive", it cannot see it.
What is the next step after a Low Level Format to get the drive working again???

would you stop cloning this rubbish?
If you have Windows XP installation CD - boot from it and follow the installation instructions (it will format drive for you)
If you don't have boot CD - ask Dell to provide you one
