Problem with an External HDD

Hi. I'm new in this forum.
I'm here 'cause I have a problem with my External HDD and I hope you can help me.
Like four months ago I bought this External HDD (http://www.amazon.com/Western-Digital-Elements-External-WDBAAU0015HBK-NESN/dp/B002QEBMBY/ref=dp_cp_ob_e_image_2) but the model isn't WDBAAU0015HBK-NESN it's WDBAAU0015HBK-EESN.
The problem it's when I transfer data into the External HDD is VERY VERY SLOW. Sometimes It begins like from 30MB/s and after It goes down to 500KB/s
, but if I transfer data from It to another HDD seems look good.
It's very very very slow.. It's normal?

What OS do you use? Are your usb ports 1.1 or 2.0 version? Have you tried it in another PC?
