All downloads at hddguru.com are like that; for example http://hddguru.com/download/software/USBASPI-MS-DOS-Driver/usbaspi-v2.20.zip. It seems that the files are in fact just HTML pages. That is, when you click the link, it just goes back to the same page, and if you wait, it redirects to the same page. (If you right-click and Save-As, it downloads the HTML page.)

At the bottom it says that you need cookies enabled to download, but I do and it still doesn’t work.

press F5 once the download page appears. Happens to me to? but after press 'refresh' download starts.

If the download is not starting, then there are two possible issues:
1) cookies disabled in browser
2) firewall that blocks either cookies or HTTP_REFERER field.
