Format HDD/Wipe data with CD-ROM

I'm giving my hdd to a friend and want to wipe off all the data in it so he doesn't do anything to retrieve my data.

So, is there anything like a utility of software that I can use to format the hdd using cd-rom at the startup?

I have wiped my 20Gb IBM Deskstar using HDDguru Low Level Format. Now I cannot format, partition or mount it. I am using a dell laptop, and I cannot find the XP "fdisk" DOS utility.
When I try to do a dos "format drive", it cannot see it.
What is the next step after a Low Level Format to get the drive working again???
