How do these companies earn some money? Just can’t wrap my head around their strategy. Anyone care to elaborate?

Most of us offer no data to fee services, in one form or another. The service offered is to recover the data - why would you get paid for failing to provide that service? Failures are subsidised with successes so high recovery rates are needed. Some refuse jobs that are like to fail or when there's little chance, if the client wants to try recovery anyway others charge an attempt fee.
Your business model needs to reflect your clients attitude, your own abilities and your competitions policy. Anything other than no data, no fee in the UK will result in no work.
